                   MANUFACTURED HOUSING BILLS – THE HOMEOWNERS’ LIST

1)  Two Year Closure Notice Bill. HB 1581/SB 5550. Extends the current notice
period from 12 months to 3 years when manufactured housing communities are closed or
change use. Gives homeowners some real time to make plans affecting their lifestyle. Allows
for more money to build up in state's relocation fund. Allows people to stay longer in their
homes since recently a lot of closed communities have remained desolate sites with no
development occurring for several years after the homeowners have been displaced, for
example: Baker Creek in Bellingham, Evergreen Estates in Lynnwood, Valley View in
Bothell, Woodside Village in Covington, and Holly Vista in Everett
.


2)  Clarifications to RCW 59.20. HB 1908/SB 5822. There are many ambiguities/grey
areas in the Manufactured/mobile Home Landlord Tenant Act. These are being highlighted
even more, as a result of the AG's dispute resolution program. There needs to be clarity
around such issues as:

·         Who is responsible for large trees on lots?

·         Should there be consideration when amenities are removed without any
         corresponding   reduction in rent?

.         How is the "three strikes" eviction process administered?

3)  MHOA continues to work, gathering information and statistics on rent justification,
reviewing similar bills in other states, and plans on dropping a bill in the 2011 legislative
session.
